MCM Style Bubble Glass Bulb Forcing Hyacinth Vase or Candle Holder

Item comes from an estate.  I am unsure of the maker or age.  It stands approx 10.5 inches tall x 4.5 inches wide. The vase was used, and there are scratches along the inner rim of the vase.  It seems a bit off center on the bottom base.   The holder can be placed upside down and be a candle holder.
